Schwartz, killed her own bill in committee when it appeared that she might not have the votes to get it passed. Of the 5-member committee, there were two clear votes in favor, two clear votes opposed, and one Democratic colleague who was apparently waffling. Sen. Schwartz recently sent a letter to PUC Chair Epel requesting a PUC proceeding (likely an investigatory docket) to research the matter prior to the 2014 legislative session. The bottom line is that DSM programs still need to do something more substantive than distributing CFLs and LEDs. For more on this topic, see my more recent post from May 6.
